Converting a .JPG file so I can cut it using X3 and a Graphtec CE-3000

Ok so I am new to Corel Draw. I had 8 back in the day, but it was 10-12 years ago since I used it.

What do I need to do to take an image and convert it so I can cut it in Corel? I have tried everything I can think of, and everything I have found searching so far has not worked. I plan to use it for vinyl decal and for doing t-shirts with thermoflex.

If it helps, this is the graphic I am trying to cut:

I normally use SignBlazer and use my other cutter, but the new Graphtec I just got I can not run it with Signblazer so I picked up Corel X3 to run it since it came with a driver for it.

    In essence, I replied that you bring the jp0eg into CorelDRAW and then right click on it and go into Trace. Then you should delete your jpeg, if you didi not check "Delete original image"...
