When I click the Help key in CDR X7, I get a window from Apache Open Office (which I currently use as a word processing ap), but the window diappears in a couple of seconds and no help text is displayed. Is anyone aware of why this might be happening.

It looks like CorelDraw thinks that Open Office is capable of being used as a browser -- which I suspect is not true.
X7 will first try to open the online help page which is http://product.corel.com/help/CorelDRAW/540229932/Main/EN/Documentation/wwhelp/wwhimpl/js/html/wwhelp.htm#context=CorelDRAW&topic=IDDH_DEFAULT_HELP_PAGE
So first check that you can open a browser and reach the above page. Also check that the browser is set as your default browser -- in windows 7 this is control panel > default programs > Set Program Access and Computer defaults. Select custom and ensure that Open Office is not enabled as a browser and that the browser you tested the above URL is set as the default browser.
A second possibility is to force CorelDraw to think you do not have an internet connection, so it uses local help. One way to do this is to open the hosts file C:\Windows\System32\drivers\etc\hosts and add this at the beginning of a new line:
127.0.0.1 product.corel.com
Then close all browsers, go to windows start menu, type cmd to open a windows command prompt and in it type ipconfig /flushdns to clear previous IP lookups and forget the real product.corel.com address. Now you can no longer reach online help and will try to run the offline version, which is at file:///C:/Program%20Files/Corel/CorelDRAW%20Graphics%20Suite%20X7/Languages/EN/Help/Draw/wwhelp/wwhimpl/js/html/wwhelp.htm#href=CorelDRAW-Welcome-to-CorelDRAW-Help.html
