Hello Phantom; You might want to look at where you got Ver. X5 from since Corel Doesn't sell it any longer.

Corel may not sell it any longer, but they should still support it. It isn't that old! Worked GREAT on Windows XP OS! Got a new computer, Windows 8.1, now it won't install?
Well Phantom; They do, They do, You just have to pay for it!!! I don't think that's right either but that's the way it is and X5 was not made for Windows 8, but I'll bet there are people that are using it on it. Well you could try some of the standard thing like turn the fire wall of shut down the antivirus program, log in as administrator, make sure you hold your moth right.

It's a Brand New Computer so I don't believe there are any corrupted files or bad sectors on the hard drive.

New means nothing, the error is complaining about an I/O problem. There are other things that can cause the error like corrupted files, however I doubt it would complain as an I/O error.
Anyway it not a Corel Draw failure, it is a OS or hardware failure, this link will help direct you in the right direction.

I don't recommend downloading anything from the link, instead use chkdsk from within windows.Best of luck
