2014.5 installed clean about two months ago and worked fine, now has video problem. No other new software or known video driver updates installed. No similar problem in other software products.
In 2D model space, at the top and bottom of the drawing screen is some video debris. Moving the mouse pointer over the drawing makes the video debris flicker and change. With a drawing in the window, moving the cursor can make an even broader video image. A similar thing happens in paper space, affecting the same drawing space, not just the paper itself.
Dell Optiplex 7010 system. Mouse over other elements (menus, toolbars, etc) of the program causes no problems.
Any ideas?

The DELL Optiplex 7010 you've mentioned is available in various specifications, some with Intel onboard graphics card, others with AMD card. Please let us know the exact spec. and also have a look at the installed driver version and post that information.Windows release you've installed on will also be relevant for troubleshooting the issue. Klaus asked me to reply directly to you. I'm the one who worked in the background on your case.
I suppose with the crash on 9/30/2014, when your graphic card driver was involved, it damaged something between CorelCAD and your graphic card. It's worth to update the graphic card driver (2011), but you would need to use the one that DELL provides. You cannot install the latest ATI driver. DELL systems are always very picky with that.It might be that after removing the old and installing the new driver, CorelCAD works again in the old Windows account.
After looking at your scans, I saw some trouble in your system in the middle of August (ntdll.dll means hardware crashes).Your memory has got an issue (code = 24) which means that the driver is not right or your RAM overheats.
I would suggest you use the new account and run a scan from time to time and have a look for "Errors) on the left side. This will show you application/system errors.

Thanks for the reply. I was able to completely uninstall the AMD video drivers (I note the above message says ATI) and re-install from the Dell support site for this machine after many reboots. Happily my screen looks as I expect. Unfortunately, CorelCAD still has the artifact issue.
Perhaps a reinstall of CorelCAD at this point?

What driver is it that you got from DELL?
Control Panel - Devise Manager - expand Display adapters - Right click on name of card -> Properties - Second tab: "Driver".
Additionally, reset CoreCAD and let's see if this works.
Go to C:\Users\YOUR NAME\AppData\Roaming\CorelCAD\ and rename "10.2.441" to "10.2.441 old".
Now launch CorelCAD.

Thanks for the way to reset CorelCAD by renaming that folder. THAT seems to have worked to solve this video issue! Whew!
