Hello Creative; use the Fit Text To Path In the Text on the menu. Brak the circle apart and use the inside circle, once you have it where you want it brake it apart and join the two circles to gather.

I see that blue circle segments and text path aren´t concentric If still not satisfied how some characters are positioned then you can convert text to curves break is appart and rotate only some characters individuallysee attached

Yes, if I would design it then I would use all caps (1) and I would also use text path concentric with the blue segments (2)
(1) it would give same height of text, now text is taller on left side optically(2) now on concentric path now “opens” left & right ends of text (more noticeable on right side where text is lower)
