Recently I installed on my computer (Win XP) another hard disc with Win 7/64 OS.
Now I wish to install Corel X5 on the new hard disc. My question is: After installing the downloaded version of X5, shall I install sp1, sp2, and sp3, or does sp3 include the previous SPs.
Question 2: Does my license also good for the second OS?
Yes. SP3 is a cumulative SP so it contains SP1 & SP2. Only installing SP3 will update your copy of CDGS to latest.

The Service pack 3 include (and replace) the previous

Altough "licence" is a legal problem and is different on each country, it's supposed that you will replace your old operating system with a new one, it's the same computer with a new hard disk. Also, the most common licences allows to use on two computers (such as home laptop and desktop at work) since it's supposed that you don't use both at the same time. Similar concept is applicable to your situation (you don't use both operating system at the same time, altough you can have both and choose one on the start) A little personal advice. don't use CorelDRAW under Windows 64 bits, until doesn't exists a 64 bits version of CorelDRAW. With Windows 7 premium, ultimate or professional the program will run better

depending on what type of license you have. If you have a normal retail box. 1 pcif you have the H&S (home and student) 3 pc's within 1 household
So you can see the best thing what you can do is to call the support team and verify your SR and they can inform you what type of license you have and on how many pc's it can be installed :)
Also in your EULA it is stated on how many pc's you are allowed to install.
