Hi, I am horrible at making banners for web page advertisement. I was wondering if anyone know of a web site that offers corel draw banner templates free or for sale.

Not sure I follow you when you say "core draw banner template". A web banner is simply an image sized in pixel H x W no different than a photograph. Here is a link to standard industry sizes.

I was looking for some professional web banners I could just add my own text to that are saved in a corel draw format. I found them in other formats but those don't always open well in corel draw and I can't find any saved as cdr. We all have our weak suits and making banners is mine.
I am a little lost on what you are looking for. How about positng some examples of what you are looking to use as a template.
I'm in a situation that makes me a want to know more about making website banners, headers, etc. Are there any "how to buid web page sections with CorelDraw"? (I'm running CD X5.)
(I do remember it has the ability. I just need to know the specs so I am making web page sections that look clean and fit.)

I'm not aware of any written exactly that way, Matt. But there are a lot of tutorials out there for techniques that are useful for building web pieces, from banners to bars to headers to buttons, and once you get the hang of some of the tools you can achieve some stunning effects.
So for example, check out YouTube for CorelDraw tutorials and don't be put off if they don't talk specifically about web parts. You may never need to make a fuzzy brown bear, but you can learn a lot about shading and then apply it to something you do care about.
