No. Actually looking for exactly the opposite. a glow of light around the perimeter of the object
If this is what you mean then....
Mask off the object
Create a duplicate of that object
Brighten (or darken, or whatever color corrections)
Blur, then place under sharp object

Yeah, the vector shape may be better. I guess it depends on what kind of glow? What kind of quality and intended audience! With no posted examples its really a shot in the dark as to what's needed.
I just thought of something "Cutout Lab" Ha ha, I get it now. And when I photographed this dog yesterday I thought it was a Retriever!
