Works fine here... which tool do you want to add a shortcut?
I think this is corel team issue. but users are much confuse and in trouble in this situation of using CDRX7
Do you have a home and student version?
If you do, it has some intended limitations and configuration of shortcuts might be one of them.

Why users are "much confuse" and "in trouble"? I can add a shortcut in the same way as previous versions and it works fine. Maybe an specific shortcut is not working? According this post, it's not possible to add any shortcut to any tool, but this is not true. Of course, if there's a problem with the program, it's a Corel Team job.
than mean nothing we can do, right? so sad...
