I am officially going nuts with this problem. Before I explain in detail, let me first say....
1) I uninstalled Corel X5 completely from the system2) Reloaded a FULL install, clean.3) Reset personal workspace to factory (load with the F8 pushed)
4) Tried a new mouse.5) Used the laptop touchpad instead of the mouse.I use the rulers and guidelines when working. If I drop a guideline on the page with the mouse it will drop exactly where the mouse is at when I let go of the mouse button.If its a vertical guideline, I can click on it and move it left/right and the guideline stays with the tip of the mouse (like it should)
However the horizontal guideline does not work the same. When I click on it to move, it does not move right away...but the mouse moves away from the guideline! Then about 10 pixels later the guideline locks with the mouse movement. So when I let off the mouse button thinking the guideline will drop where its showing on the screen...it does not. It actually drops about 10 pixels away from where it showed the guideline.If you look at the attached photo, pay attention to the guideline in relation to the guide on the ruler. They don't match. But on a vertical guideline it works perfect and lines up.WHAT IS WRONG!? Snap is off BTW.

The system is fast.i7 8 core cpu with 8gb ram and 1tb SSD hybrid.Corel Draw...works PERFECT! This is only a problem in the PhotoPaint!

Cannot watch your movie unfortunately, but is there any chance that Snap to Grid may enabled?Make the grid visible and see if the guides are aligned to it.
Not sure guidelines snap to the grid in PhotoPaint but it could be worth checking.
Does your mouse use a a non-microsoft mouse driver? That is the usual reason.
Try deleting the special driver and allow windows to assign the standard microsoft mouse driver. That usually works.

Mouse is a Logitec G5. Was using the default Microsoft drivers already. Tried the "logitech" ones too, same problem. Went back to the base Microsoft ones as its less overhead.Also went into the device manager and removed the entire USB section, hubs, drivers, etc. and reboot. It re-established all the USB drivers and the basic mouse. Still have the same problem.And what is weird...Corel DRAW is fine. This is only with PhotoPaint!!!
(sorry about the video....MOV file from my iPhone. It plays on my screen, but maybe it requires a special player.)
Also, I have a spare mouse. A Microsoft IntelliMouse Optical. Just to rule that out.... I did try that mouse too. Still the same problem.:(
