HELP! Guidelines are driving me CRAZY!

I am officially going nuts with this problem.  Before I explain in detail, let me first say....

1)  I uninstalled Corel X5 completely from the system
2)  Reloaded a FULL install, clean.
3)  Reset personal workspace to factory (load with the F8 pushed)

4)  Tried a new mouse.
5)  Used the laptop touchpad instead of the mouse.

I use the rulers and guidelines when working.   If I drop a guideline on the page with the mouse it will drop exactly where the mouse is at when I let go of the mouse button.

If its a vertical guideline, I can click on it and move it left/right and the guideline stays with the tip of the mouse (like it should)

However the horizontal guideline does not work the same.   When I click on it to move, it does not move right away...but the mouse moves away from the guideline!   Then about 10 pixels later the guideline locks with the mouse movement.   So when I let off the mouse button thinking the guideline will drop where its showing on the screen...it does not.  It actually drops about 10 pixels away from where it showed the guideline.

If you look at the attached photo, pay attention to the guideline in relation to the guide on the ruler.  They don't match.   But on a vertical guideline it works perfect and lines up.

WHAT IS WRONG!?   Snap is off BTW.

The system is fast.
i7 8 core cpu with 8gb ram and 1tb SSD hybrid.

Corel Draw...works PERFECT!  This is only a problem in the PhotoPaint! 

HELP PLEASE!
