Need help making a glitter background

Can someone please explain how to make a glitter background. I found a post from 7 years ago on how to make I don't care which program it used. I don't care which program is used. I was able to make it in Photoshop Elements (I know, a trader) but I wasn't happy with the results and I know Corel would do a better job if I can ever figure it out. Thank you!!

A link to an example of what you mean by glitter background would be helpful. Does it need to be vector?

Thanks for your suggestion Simon, that didn't work for me but it could be because I don't know what I'm doing. :)
