Here's my take on this!
This is my version with glowing lines.
I decided to give this one a try all in DRAW X4. I basically worked on using the outline and a blend, then I played with the colors. Hope ya like it. A few stars are just dashed lines of different widths on top of each other and a glow shadow. I think I should have used a lighter background colore to make the glow more obvious. This might be done better in PhotoPaint, but I rarely use it and am unfamiliar with what it can do.

I was hoping more folks would try this challenge. My thoughts were to create glowing lines that appear to glow from "within," as if they were electrified. Windows 7 Aero theme is a good example. Do a Google image search for "Windows 7 Aero theme wallpaper" and you can see lots of examples.
Here are a couple of others I tried awhile back in PP using two very different methods.
This first one I first created a wavy texture in grayscale only and then applied a gradient map (black, red and yellow).
This one I played with a Photoshop tutorial on lighting effects. To make the lines glow you use a clip mask in Color dodge merge mode. Here's the tutorial if anyone to give it a try: Color Dodge lighting effect tutorial
