Is there a way to have floating windows in Photo-Paint for each picture like in the older versions? I don't care for the picture taking up the whole screen or going to the toolbar.

Yes, if you drag it near where the tabs usually reside it will automatically jump into a tab but if you drag it far enough out it will be an individual window.
Some of the "new" features should not automatically be implemented as an "only option". Why not offer to turn tabs off if desired? Took me while to get used to it in draw but now I hardly notice.
