I need to design the attached t shirt designs for screen printing. I have no clue how to edit this design and separate the colors for printing. Kindly someone help me.

It would be easier to do if it did not have the maroon text superimposed on it. You could then superimpose new text as a spot colour, which would be easier to separate.
Where did the original come from? Is this actually a pre-1940 photograph (as the smaller text implies) or something that somebody has put together recently, possibly from more than one photo -- in which case, copyright on the image will apply and you are legally not able to reproduce it without permission and the most you could do is to copy the flavour but not the detail.
If this is actually a pre-1940 photograph then you might find the raw photo is available from a copyright-free photo library -- but tracking it down would be easier if you knew where the photograph was taken.
The big wheel and its support may be a clue -- it looks suspiciously like the London Eye -- in which case, that part of the photo at least is newer than 1999. But in that case the foreground buildings are probably from a different photo, either from a different area or from an older date.

Thats a scanned copy of a t shirt provided by my client. They want me to prepare the same design for screen printing on their goods
Is your scan at higher resolution than the copy here? I'm wondering if you can read any of the words on the buildings on the left.
I think I can make out Wardorf Cafe on the right, but Google doesn't seem to have a location for it. The first character is indistinct so it could possibly be somthing else. Carpets is too generic to be useful.
