GMS not loading

I have been creating my own automation tools since CDR first started having macro support. Suddenly in Draw my custom toolbars do not work.  The global macros are missing SOMETIMES.  This is what I have discover so far.

1. All my GMSs are in %APPDATA%\Corel\CorelDRAW Graphics Suite X5\Draw\GMS
2. If I launch CDR directly (.i.e., by shortcut and not by opening drawing) then ALT+F11 in project explorer lists all my GMS projects.
3. If I launch CDR by opening an existing drawing then ALT+F11 in project explorer only lists VBAProject (for_that_dwg which are none embedded) and all my global macros are missing!
4. Now the strange part: If I launch CDR without a document like #2 and then within that instance open an drawing then ALT+F11 does show all my global macros and they are enabled!
5. This was not the behavior say last week.
6. My security level is medium and all my VBA (even for MSO) are signed with my certs.
7. My Photo-PAINT GMSs work just fine and I have no problem there just in Draw, and just recently.
8. When under condition of #2 going to "Options > Workspace > VBA " Trust all installed GMS modules is checked, but the "Security Options..." will not work.  It is not disabled, it just does nothing. However with #3 it works just fine showing my security level an certs.
9. Lastly changing Workspaces nor F8 reset does not fix this!

Any suggestions as to what is going on here? I need to fix this, it definitely interferes with workfow.
