In short, while you can make assets to go in a website with corel draw, you cannot make a website in corel draw. That is, you can create images to use, or font items, svg, logos etc.

What corel draw is not a website builder. Learning html/css etc is much more useful. Also, the tools and type of ways to implement a website/webshop. You could use various CMS platforms with a store plugin or something like bigcommerce. Or a standalone open source shopping cart solution.
