Zoom Problems

I really seem to be struggling to do any zooms in a useful manner.

1) The mouse wheel zoom does not work  Settings->Workspace->Display->Default action for mouse wheel->zoom is set

2) If i'm placing a dimension and the two points are out of the view how do I zoom in/out to place the text?
