How to relate non-localised help files to localised menus?

I am using Corel Graphics Suite X6, in a Dutch-localised version. That is, the user interface is localised, but the help files are not! This is pretty bad. In the help files solutions are presented, but when wanting to apply them, I get stuck as I have no idea as to how English terms have been localised!

I can imagine that localising help files is much more expensive than menus only. But why doesn't Corel supply a bilingual menus, in such a way that with one mouse click the menu terms are toggles between "English" and "localised"? This way, after looking something up in the help system, I can toggle the menus to "English" and then look for the English terms. (And by toggling back, I can see the localised terms.)

In the past, I have been developing some software, too. And I can assure you that a menu system switchable between two or more languages is quite simple to realise.
