I need to edit a 275x275 .png bitmap so it has rounded corners at a radius of 12 pixels. Can anyone help? Thanks!

One easy way is to:

Create a new image

Set your ruler dimensions to pixes

Create a perfect square, convert to curves

Type in the dimensions manually of 275

Open Fillet/Scallop/Chamfer from the menu

Select all corner nodes and enter 12 px's

Select bitmap and Power-clip into the new object

Remove outline.

Just to mention, for anybody trying to follow this example in the future -- the solution as described above is performed in CorelDraw not photopaint.
