CDR Outline Tool (Like CutContour)

I have design a tiger head graphic and I will like to do an outline object shape instead of a square shape around the object. Does anyone have a step by step instruction on how to do an outline object shape (like CutContour)?

I'll try my best to explain... The tiger head is group together. I will like to put a outline shape about 1/4" away from tiger head. Almost like a die-cut.

Is it all vector? If not it gets complicated.
Otherwise as Ariel said Object / shaping / boundary then use contour tool under the drop shadow flyout to set an outside contour.

make a duplicate and move it out away from the one you're working on. Do a "Trace bitmap" then get rid of any white areas shown around it. Then try and do the boundary as above. You may have to smooth out some nodes and such. Then create the contour from that line.
There isn't a "quick" way about it though.
