File sizes differ inside X7 than in Explorer folder

I have been using an ancient Micrografx and slowly changing over to X7.  

When I open an image to resize it in X7, it shows one size in inches and pixels that can't be right.  So I load it in Micrografx, and it shows the real width in inches, but the pixels are the same.  Any idea what's going on?  

More detail:  I open an image file in x7 and it shows 180 resolution, 3" x 2" in inches, and 600x400.  In Micrografx, it shows 180 resolution and 25"x19".

Ultimately, I'm trying to resize it to 300ppi and 4x6, reducing the overall file size, too.

Any ideas?  I'm not familiar with all the extra options in x7.  In Micrografx, I load the image, and click Maintain File Size to increase resolution to 300ppi.  Micrografx automatically reduces the inches to 15"x11" as I bring up the resolution.  I then unclick Maintain file size and reduce the inches to 6x4 and the resolution stays the same, but the file size reduces.  Maybe that's more clear?

I had been planning to write a script to batch process the 1700 files.
