Guidelines

I don't know exactly what part of the workspace you are referring to.

• I can drag guidelines on to the page from either ruler.
• Dragging from the corner where the rulers meet changes the drawing origin.
• Shift+dragging from that corner drags the rulers out onto the page

My guess is your rulers are not showing. You can only drag a guideline out from a ruler

Perhaps your Window>Dockers>Guidelines is set to "Off"...
