I have a silk-screen file for a sheet metal part. I have a DXF layer that came in from Solidworks and few other layers that I have Visibility and Print OFF.
I also have a Crop Marks layer, a Silk-screen Lines layer and Silk-screen Text layer. On those layers I have Visibility and Print set to ON when I use File>Publish to PDF.
But when I look at the PDF that it created I don't see the lines or crop marks.

The logo is filled in RGB black.
If I change that to CMYK - or have it converted to CMYK in the settings for Publish to PDF - then the file I get looks like this in Acrobat Pro:
I made the change to the RGB logo to make it CMYK and I now see it correct, the same as you are showing.
That is very strange because it seems that by changing the logo the lines on a different layer started to show in the PDF reader. I don't get it, but what you suggested corrected the problem. !?!
