CDR 2018 to CDR X4 file?

Why can't one save a CDR 2018 file as a CDR X4 file?

File/Save as/Version/Version 14 .. it doesn't save as a Version 14. It still says Version 20.0 (2018) and one can't open it in CDR X4.
