When I add or duplicate pages, either in page view or in page sorter view, the Grid turns on for all pages and the Master Guide and Desktop hide (eyeball icon) and Printing toggles on in the Object Manager Docker.
This happens seemingly at random.
Is there a setting that will stop this behavior?
In your screenshots, you have the Object Manager in the "Current page, layers only view".
When you are in that view, and you change a layer property (visible/printable/editable), then you are not changing the Master layer setting for that layer property. Instead, you may be applying a "page override" of that property. That can be a useful feature, because it allows master layer content to be suppressed or enabled for specific document pages.
If the Master Page setting for the document grid is to have it visible, then newly-created pages will follow that.
If you change the Object Manager to "All pages, layers, and objects" view, then changing a master layer property changes the Master Page settings for that layer. It is useful to know that, when that is done, it destroys all page overrides that may be in place for that layer property!

Unfortunately, CorelDraw is toggling the Master Page settings upon new page creation.
I changed the Object Manager to all pages and the problem persists. See new image.

If a "page override" has been created for a page, that override will still be displayed in "All pages, layers, and objects" view - but changing a setting while in that view can change the Master Page setting.
When you are in "All pages, layers, and objects" view, have you tried toggling the visibility of the Document Grid layer off? And then tried creating a new page?
If the problem persists, then would you be willing to share a document where you are seeing this? You can upload to the forum if you put it in a .ZIP file (doesn't accept .CDR files). Or, you can put it somewhere online and share a link to it.

It looks like I have to only "touch" the visibility and print icons in the Object Manager to apply the state.
Clicking on it once does not toggle it. I have to click twice to change it. This is only on the Master Page, before new page creation. All the other pages act normally.

If you are in "All pages, layers, and objects" view, and if a status icon is showing a "page override", then clicking on that icon once does not change the icon - because you are changing the "master" status of that property to the same state that was already being shown as a "page override".
You really cannot tell, just by looking at an existing page, what the "master" state of such a property is. Create a new page, and you can tell - because the new page will not have any "page overrides" in effect.
