I have Coreldraw suite 2018, I can't find Texture on effects menu. can you help me ?

Some effects are handled differently in more recent versions of CorelDRAW, after "non-destructive effects" were introduced.
In CorelDRAW 2018, the texture effects can only be applied to bitmap content, and are found under the "Bitmaps" menu in the default workspace:
