drawing a number of spokes from the center of a circle
draw a circle. draw a straight vertical or horizontal line, ensure snap to objects (alt+z) is on. grab the line from one end with the pick tool and drag near the center of the circle until it snaps to center and release. Click on the line to invoke the rotating handles, grab the center point and drag to center of the icicle. Now grab the end of the line and rotate while holding the control key and as it snaps to the next rotation point right click before letting go (copy line here). Now just hit cntrl+r until you've reached the number of "spokes" needed.
it’s easier to do this with the Transformation-Rotate docker
