Corel Photo-Paint 2019 will not open...

So my team has 3 subs to CorelDraw Graphics Suite and we've just received the email with our new product key for 2019, all 3 of us install CorelDraw graphic suite 2019 yet only 1 of use has a fully working graphics suite.  

Laptop 1: 

• CorelDraw works fine
• Corel Photo-Paint works fine

Laptop 2:

• CorelDraw works fine
• Corel Photo-Paint did not open at first, disappeared after splash screen
  • Running Corel Photo-Paint as Administrator on this laptop, fixes the issue

Laptops 3: 

• CorelDraw works fine
• Corel Photo-Paint will not open, splash screen displays and then nothing. 
  • Looked in task manager and no listing for Corel Photo-Paint in there either. 
  • Running Corel Photo-Paint as administrator DOES NOT fix the issue.
  • PC has been rebooted 3 times and all windows updates have been installed.

In summary 1 laptop is working fine, laptop 2 Photo-Paint only opens if Run as Administrator and laptop 3 Photo-Paint refuses to open and the user is using 2018 instead.

Has anyone else seen this issue, is there a workaround we can try?
