When I double click Corel Draw, it shows the green splash picture, shows "Starting User Interface..." and then it just disappears. No crash, no nothing. It just disappears and doesn't open the program.
Same with Corel Photo-Paint and Corel Font Manager.
Curiously, when I try to open a CDR file with CorelDraw, then it opens without problem. In a similar way, when I try to open, let's say, a PNG file with Photo-Painter, the program opens. But Photo-Painter does not load the file. It opens the workspace empty and I have to open the file "again" (or drag and drop it). Corel Draw DOES open the file when summoned from Open with...
I also have Corel Graphics suite X7 installed and it is working with no problem

Have you tried to reset DRAW, PP or the Font Manager to factory defaults, yet?
Start with the Font Manager, with DRAW, PP and FM closed, pressed and hold down the F-8 key and start the Font Manager, when the popup asks if you wish to reset the application, answer yes.
Next, if DRAW still refuses to open properly, then do the same F-8 key action on it, too. And then PhotoPaint, if necessary.

Unfortunately, it didn't work. I opened the programs with F8 and the reset dialog appeared. I accepted and the programs closed.
Then I started them again (without F8) but there was no difference. I can see that the reset was performed because when I open a cdr file with "open with", then I can see the white workspace and I did change it to black so the personalizatuon has been removed.
You may also want to try running the CGS installer, again. This time, select 'Repair' to make sure that there are no missing or corrupt dll files, as well as any other needed files.
