Has this been changed in 2019? I use this all the time and now am only getting.

Not sure about your comment. For me the right click copy is as it has always been, and has not changed, so, are you seeing something different?
Your step 1,2 and 3 are the behaviour I would expect, and what i see in all versions going back decades.
I have this too. When I let up on the right click after moving It does not duplicate. It acts like I only right clicked on the object.
