in previous versions, when i had multiple pages i could control where a new layer fell in the order of the master pages.
example: i have a master layer that has a watermark that goes on top.
before, i could put new art on a new layer on the second page and move that layer underneath the master layer with the watermark appearing on top.
now, as far as i can tell, all master layers are now considered to be on the bottom, and you cannot move/create a layer in between.
has a setting changed? what am i missing?

Here's a magic trick for you, too.
Create a master layer, then drag it so that it is above the master Guides layer in the Master Page.
Such a layer will by default be above page layers; no page-based layer reordering is necessary. That's just dynamite for watermarks, page numbers, etc.
