in previous versions, when i had multiple pages i could control where a new layer fell in the order of the master pages.
example: i have a master layer that has a watermark that goes on top.
before, i could put new art on a new layer on the second page and move that layer underneath the master layer with the watermark appearing on top.
now, as far as i can tell, all master layers are now considered to be on the bottom, and you cannot move/create a layer in between.
has a setting changed? what am i missing?

In the Objects docker, there is an option to "Show Master Layers on Pages".
If that is checked, then master layers show up on the individual pages, and you can do "page-based" reordering to put a master layer above a page layer.
