I just pre-ordered the new Surface Pro X. I will be receiving it tomorrow. It would be interesting to see how CorelDraw will perform on it.

I tried to use previous version on Surface PRo 2 and hated it. Can't access function keys unless you hold Fn as well. Pen calibration always drifts off. Detach the keyboard and Windows reboots.......
Be prepared for a steep learning curve if you are coming from a desktop. Things that come naturally with a mouse and keyboard will all have to be relearnt.
Biggest downside is lack of screen realestate. I have an IIyama 30" with all my dockers on the second Dell 24" monitor.
Currently I am using Surface pro 5 and its fine. Great laptop for CorelDraw.
I just bought a new Dell 2-in-1 (Inspiron 7791), with Active pen included. OMGosh, I am loving it! Coming from a 9-year old Windows 7 laptop and using an old Wacom 5 x 8 drawing tablet, it's a HUGE improvement for me. I'm still using CDGS 2018 though and haven't installed the 2019 yet. I had to have a numeric keypad and the Function keys. Have too many shortcuts to live without them -- ha! This laptop has a Function key lock, so it's easy to switch between laptop functions and F keys.
You may not want the X version. This version uses a. Qualcomm processor. You want the pro 7 to run CDGS

New 64-bit apps are coming to ARM 64 all the time.
I am aware of the arm processor. I have not seen any video review with CorelDraw performance. Its worth the try. Its coming today.
