If anyone is interested in getting rid of those disgusting Corel popup ads, after 2 days of going round and round with Corel tech support,
this seems to be the fix. I have tried it and it is working so far.

Open Corel Draw 2019 > Help > Message Settings > Disable: Keep me informed .... > Disable: Automatically download... > Receive updates/ offers as tray notifications: Do not show me tray messages for this application > Ok
Option 2(Windows 10, 64 bit):
Open Control Panel > View by: Category: Large Icons > Administrative Tools > Task Scheduler > Task Scheduler Library > Select CorelUpdateHelper Task(Middle Side) > Right Click > Delete > Close
Option 3(Windows 10, 64 bit ):
Open Control Panel > View by: Category > System Security > Windows Defender Firewal > Advanced Setting(Left Side) > Outband Rules(Left Side) > Actions: New Rule(Right Side) > Enable: Program > Next > Enable: This Program Path > Browse > C:/Program Files/ Corel/ Corel Draw Graphic Suite/Programs64 > Select CorelDrw > Open > Next > Enable:Block Connection > Next > Enable: Domain, Private, Public > Next > Name: write Corel Draw > Finish
Repeat all these steps for PhotoPaint, Corel Font Manager
