Is there a way to put the text measurement on the outside of the measurement lines?
In older versions you were able to do this and I am not seeing it in this version.
Meaning, there isn't enough room between the dimension lines for the text to fit nicely, so there use to be a way to have the text come out to the side, now the only options are above, below, and in the middle.

Never Mind I just figured it out!
You have to uncheck the "center text between extension lines" that is defaulted and then move it. Jezz sorry!
If you right-click on the dimensional line (not the arrow or measurement number, the darn line) you will get a menu, the first option (on my PC) is "Break Dimension Apart". After selecting this option, click anywhere on the drawing, then click on the dimension (e.g. the number). Now you can click and drag the dimension wherever you want it.
