Go with Intel i5 and Nvidia card.
CorelDRAW doesn't work very well with AMD, both CPU and GPU.
16Gb of ram is fine
The fastest meanest K-chip Intel you can afford, this is what Corel uses the most, single core performance especially matters. Asus motherboard (Strix or better). Adequate cooling and PSU for overclocking. Fast name brand RAM, 32GB kit (16x2), upgrade if needed later.
A GT 1030 GDDR5 is good enough. I've used Corel on a Haswell i5 iGPU and it never used more than 2% of its capacity. Stick with Nvidia for driver support and stability. AMD can become a nightmare.
Your GPU needs to be tailored to support the monitor(s) you'll be using. Higher resolution wants more GPU power. Corel itself barely uses any, but if you have a 4k monitor or two, things start to lag.
