I upgraded from X8 and I cannot get 2021 to find the folder where my locally generated templates are located. The user guide refernces commands that don't exist, so it is of no help. Even if I modify and old template do do a Save As in the new location, 2021 has no idea where it is.

Have you tried changing File Locations under Options>Local?
As another way create a new file from a template, you might consider my "New From Template Browse" macro.
It doesn't have the dedicated template-choosing UI of CorelDRAW, but it works fine for accessing template files by filename, and it should "remember" the most recently used location.
The templates are in the default folder using two subfolders; Starter Pack and My Templates. CD just doesn't know where things are. I think the best option is to do a reset to the inital system defaults and start over.
This is extremely simple, templates can be saved anywhere, when you want to open then in the file menu open from template a dialog will appear and on that dialog top right is a gear that will let you browse your system. Select the folder whare you saved the template and Draw will remember.
