Simple file. 6,080.0 mm x 3,080.0 mm. Rectangle and eyelets with frame. Let's try to rotate everything 90 degrees. Oh, what happened to the sizes? 6,045.0 mm x 6,080.0 mm ????
Where did some of the eyelets get lost?
Everything is sad. Servicepack, where are you?
You can try it yourself. Yes... on previous versions - of course - nothing like this is observed.

OK,Did many tests. This ONLY happens with PERFECTLY ROUND circles. All other shapes work fine. There is a definitive bug here.More tests will be done. May take some time to come up with an update. Very sad but meanwhile, you can try converting the circles to curves temporarely. Thanks so much for reporting this issue
Coreldraw certainly treats elipses differently than curves.
All I did was group and place the 2 rectangles on the clipboard, select all the elipses and convert them to curves. I pasted the rectangles back in grouped everything and it rotates fine.
It seems as curves Coreldraw sees the center of all the objects differently then it does when the group of objects are elipses. However Coreldraw has always done this.
When you say all other shapes are those shapes curves?
