Well, you are correct, Coreldraw's native command buttons do not have mousedown, mousehover, right-click, or context menu events. But custom tools and buttons can satisfy other scenarios.
On Windows you can build a custom wpf control in a library (DLL) and load it as a button on a command bar, but you can't assign a key shortcut to it, if you try that the control won't load.
I also believe in using html-type buttons, but I have never tested this.
And more complex, use the operating system API.
