i want like this. the guides are locked to screen area and not the document.

I don't think what you want to do is possible within the software.
Guides are locked to either document or page depending on how you set them up.Maybe you could setup the view how you want it (as in your image), then place thin line tape on your monitor where your guides are.
see these red marked. corel has so many commands and it is not possible assign everything with the keyshortcuts. Hence this method is very much useful.
