I don't find a clearly defined are of the Community forums where techniques are discussed. How-tos seem to be scattered around, making them findable only through search.

I have suggested (politely, and more than once) to Corel personnel involved with the forum administration that the Community site would benefit from having a dedicated section for that sort of information (tips, techniques, workflows).
I have also suggested that it would be good to have a dedicated section for discussion of macros (including from user or beginner standpoints) and workspace customization.
As you observe, without defined areas for discussion, such content is scattered throughout many version-specific forums.
That’s a shame. I want to concentrate on advanced techniques for DRAW, and I have to search through a big haystack.

You could try r/coreldraw on Reddit. It doesn't seem to have much activity, but it's there.
Advanced at doing what?
I'm thinking of things beyond the obvious for a new or casual user. Like duplicating objects in a circle by using the Transformations > Rotate function and moving the center of rotation. Or creating complex text wraps on a page.
