Our team in Germany has recently switched to CorelDraw, but our offshore unit in the US has many documents in the psd format. It's not very complex stuff, mostly banners with flowers and/or bouquets with some text. Does anyone have any experience with opening psd in CorelDraw? Is it even doable? Would basic layers be maintained?

CorelDRAW can import psd files. Not too much trouble. Layers are irrelevant. No reason all elements couldn't be on layer 1. You can still send shapes behind/in front of others etc. If you need them to be on seperate layers you'll have to do it manually.
CorelDRAW and Photoshop are not the same type of graphics application. CorelDRAW is primarily a vector-based graphics application while Photoshop is used to edit pixel-based graphics. Corel PhotoPaint is included in the CorelDRAW Graphics suite. It has many pixel image editing functions similar to those in Photoshop. But there are areas where those two applications do not overlap in terms of functions and the way the interface is designed.
Mostly your text will get screwed up as well as complex layering. No way around it.
