Is it just me, or what was once the Object Manager, is now Objects under "Objects"
And the features are cumbersome, don't work correctly, and do not give
me the control the former version provided.
I am glad I learned Adobe Illustrator years ago. CorelDRAW 2021 has become
even worse than previous version. And I run a business and I can't have down
time and bs trying to find things.
OBJECTS? Anyone. I need to be able to put page numbers on each page.
To LOCK IN a specific Title Block on Each Page without it changing.

The most recent version of CorelDRAW to have the Object Manager docker was CorelDRAW 2018. Since then, that has been replaced by the Objects docker.

For inserting page numbers, look at Layout>Insert Page Number> (in the default workspace, at least):

You can lock individual items. Or, you can put them on a specific layer, and then lock that layer.
If you want one or more objects to be visible on multiple pages, then you can put them on a master layer. You can lock a master layer.
