Occasionally "Publish to PDF" grays out and must exit and restart Corel. Any suggestions?

When I just draw a rectangle and try to "Publish to PDF" it's not grayed out. But, with my big graphic fie it's grayed out. I tried F8 and deleted tmp files, All the objects are on layer !.

There are a lot of cpts (pictures). When I flattened the whole document, Publish to PDF did appear. If one flattens the images with the text and vectors to 300 or 600 dpi, the quality of the print will be the same?
What do you mean with "flattened"? To place all objects on the same layer? That could means that the objects are on a non-printable layer.
If you mean "flattened" as "convert to bitmap", the answer is not. That's the worst idea. Although you can convert to 600 dpi and see correctly on screen, most of the printers can't reproduce real 600 dpi images.
