Roulette wheel

Hello everyone can somebody help me.
i want to make a circle thats 50 x 50 mm (so far no problem)
In that circle i want another circle thats 40x40 mm (no problem)
Between the two circles in want boxes that contains the numbers 1 to 45 just like a roulette wheel but with this numbers. (big problem)
Can anyone help me please ?
