If you create an object in CorelDraw that is 5 x 5 inches. Then add a huge outline to it, the measurement still reads 5 x 5. In Illustrator there's a preference to measure just the main object, or to include the outlines in the measurement and control handles. Does CorelDraw have the same setting?
In Object Properties tab you can select three options for outlines:
I think third option (Inside outline) results what you want.
Like This. Selection includes outlines.
In essence no, thats something you cannot do in Draw. The outline is not accounted for in object dimensions. Indeed this leads to other undesirable consequences like the outline not being taking into account when Smart Filling or snap or trim/weld etc, you have to convert outline to object before it can be taken into account.

I don't think any of the things you mentioned is a problem. I've never suffered any of those particular consequences while working in Illustrator where this feature is implemented. People who use graphic software know when and why things must be converted to objects, or they will learn eventually, the same way they learn anything else. In Illustrator, it's optional to include the outlines. I've used it that way for decades without suffering any of the consequences you mentioned.

FWIW, that is also the way I read Hywel's comment. I didn't think he was excusing Corel on this one, but rather, pointing out consequences of this particular limitation of the program.
