Any really old Corel users out there? The early versions of CorelDraw included a collection of Government clipart (vector format) including seals for government offices and the military. Do those clipart pieces exist any longer in any of the Corel collections or do I need to find a CorelDraw 1 disk somewhere (it's probably on a big floppy!)
If I remember correctly, I think those graphics were from OneMileUp.
Did you try there? www.onemileup.com
Of course, I may be totally off base here, considering I'm having problems remembering what I did a couple of hours ago! LOL
They were still there in version 5, which did come on a CD. Military insignia was included in two files (all put together) in X3, but not the flags and seals as far as I know.
Don't have the clipart from X4 yet, so I couldn't tell you what's on there.

I have Corel Prof Publsher, which is version 8 of Corel Draw and the clipart includes 944 files in 6 folders; namely Airforce/Army/Navy/USA/Europe/Misc in a holding folder named Crests, size on disc 19mb. Is this what you are looking for?
