Need help!
On the master page "grid" is not visible, cannot edit or print. Whenever I try to draw an object this message appears, Operation cannot be completed. The active layer "Grid" is locked or invisible"
Cannot do anything but turn grid visiblity on and off.

In Tools - Object Manager, just left of where it says "Grid", there are three icons.

In X4 there are only two function that can be control for the Gird layer in the Object Manger. You can make the layer visible by clicking on the "eye" and change the gird color by right clicking on the Layer color box (gray by default) and selecting properties.
There are other option available from the View Tab. Show of hide grid and Setup. Also available in the Tools Tab > Options > Document > Grid. You cannot make the layer Printable or unlock it.

I did some hunting on this and found that Printing & Exporting of grid is not allowed from within Draw directly and it can only be enabled with the help of a macro. However, it is not recommended to enable grid printing as it freezes Draw more often.

As an option, if you are trying to print a grid on every page from the Master Page, you can create and New Master layer (or use the Desktop Layer). Then use the Graph paper feature for the grid design. See the attached CDR.
