Replied to this post: http://community.coreldraw.com/forums/t/5286.aspx which I found when I googled for some help about the "Failed to launch server application" when trying to edit a bitmap out of CorelDraw, only later saw that specific post was for X3. I have the same trouble, only with X4.
To recap my problem:
When calling the "edit bitmap" function in X4 - I receive this message: "Failed to launch server application". Paint opens, closes, opens, closes and then the message pops up.
I tested several files, different bitmaps, different dpi's, new files with newly converted bitmaps (filled rectangle to bitmap). To no avail.
Any help would be appreciated!
It's the OLE server. Press F8 on start up of Draw and Photopaint and it fixes it. If you do it correctly you get a message "rebulid workspace".
Start with that and if it doesn't work then there are other options that might.
I have the same problem ever since I loaded X5 trial and removed it. I've talked with Corel but they couldn't help either..even after logging into my computer. I've tried rebuilding both Draw and Paint, as well as a total and complete removal and reinstallation. By complete I mean I used the checklist from Corel on how to completely remove X4 (including registry entries).
After a complete reload, the problem is still there. No functions are grayed out, but neither double clicking or choosing the edit bitmap function works. It's driving me wild.
Any help from anyone would be appreciated.
try this REG file, use the X4 variant (at own risk)

Hi there all ...........
I've been searching for a solution to my problem and came across this forum and the replies above.
Please let me recap my problem:-
Previously : Corel X3 has been working fine. Eg. I have a graphic that I'm working on in Corel X3 ... I convert it to a Bitmap and then click on "Edit Bitmap" and it opens into Corel Photo-Paint. I do what I have to and carry on from there .....
Now : Convert my graphic to a Bitmap .... click on "Edit Bitmap" and I get the message "Failed to Launch Server" ....
I've done what everyone has suggested up above, i.e. pressing F8 on start-up of Corel and I also tried it with Corel Paint ... in both instances it gives me the message about resetting etc..... I reboot the pc .... and I still get the same message (failed to launch)
I've tried going into Corel Photo-Paint and making sure that the CPT option is ticked (checked) in Tools>Options>Global?Filters?Associate ....
Rebooted ...........same problem !!
I've tried uninstalling the program and reinstalling and that too hasn't worked.
help ... Help ... HElp ... HELp ... HELP !!!! Someone out there please put me out of my misery .....
This is driving me nuts. Why can't I get this fixed ?
Thanking you all in advance ...
Heinz
It really does look like your OLE server is messed up, when it comes to the Corel Graphics Suite.
I suggest you do a web search on OLE server problems & fixes and see if this seems to happen with products, other than CGS, and what solutions others have come up with and try them. (Search Microsoft's Knowledge Base for OLE failures....)
Usually fixed by one of the following.
1. A reboot
2. Hold F8 when booting Photopaint
3. Reload the software.
Pretty much in that order.
