How to export large hoarding size artwork to a small A4 size pdf?
It depends on the drawing, if you use dimensions you must convert all aspects of the dimensions to curves, best as you create them. Otherwise simple select all objects, set outlines to scale with objects, size to output need export PDF.
This will break the dimensions of selected and group the selected shapes. From there just scale it down.

I think that the easiest way to do this is to use some sort of "print to PDF" workflow. You can "print" to a smaller page, and can take care of the scaling and centering of content in the CorelDRAW Print dialog.
That would mean having something - e.g., the full version of Adobe Acrobat - that acts as a printer driver.
The problem with the print work flow is that the print and Distilling process is time consuming, especially with complex elevations and can have color issues. Then it also requires another application.
I've been doing this for decades it just takes a bit of planning up front, dimension arrows are some of the issue and making sure all outlines are set to scale with objects.
I just select everything and scale it down and publish to PDF. I even have a template made to start search projects.
